Jera is most commonly found in a particular super secret room, and blank card is in regular secret rooms and the shop. Scrounge for as many resources as you can and check those places whenever it makes sense to do so. Learn the tricks for finding the two secret rooms per floor if you don't already know them.
Using d6 isaac will obviously help.

In greed mode, runes sometimes turn up in devil and secret rooms, and blank card is purchaseable.
