Isaac, after a particular unlock, gets extremely consistently good items. He still needs to FIND said items before he becomes OP, however, and this won't always happen. It will just happen very often. Azazel is strong enough from the very start to kill the first several floors with little difficulty, and snowballs from there.
Lilith snowballs in greed mode like crazy, and is a strong character in most cases, but her aim problems prevent her from being "the best."
I don't think the forgotten is the best character, but he is one of the better ones thanks to his versatility. His health is just a tad too finicky, and he suffers from either azazel's close-range fighter problem without the right synergies, or a mobility limitation depending on which form you use at any given time. He might be #2. Not sure.
I have gotten godhead with the Lost, but I will NEVER be convinced that a character that can only survive a single hit (or 2 per room with the holy mantle) is the strongest character, no matter what insanity you give him. That said, apart from that he's excellent, and handles most things other than major bosses and invincible room hazard layouts quite well once you have the holy mantle unlocked.
My vote still goes to azazel.
eden or isaac if you want to go for streaks
The forgotten is definitely among the best characters due to having so many combat options. Any bullet hell boss suddenly becomes easy as soon as you try using the skeleton as a shield, and most basic enemies can hardly survive the wrath of the bone.
Eve is probably the best well rounded character provided you know how to play as her. If you trigger her passive early and maintain it for the run, those stats are pretty good.
Judas guarantees you have won't have a run that gets 0 damage upgrades, so there's that.
The lost can take more hits than any other character due to having the holy mantle, but he is by no means the best character. His prime advantage is ultimately RNG reliant, but he can definitely break the game in half bar Hush and Delirium.
I think the best character mostly goes down to preference since most characters play mostly the same way unless you have specific strategies for them.
My vote goes to the Forgotten or Eve.
Can always get behind working with an extremely smooth, strong start or working out a bad start like a puzzle and a little bit of skill.
Starts with flying, which can help you get more bombs/keys.. which help you get even more stuff.
Has a powerfull little brimstone and Improved speed. Shot range, but this isn't a problem when you get used to it. One downside is that he starts with 3 black hearts, which might make you miss a good devil deal on floor 2 if you don't find blue/black hearts early
2. Isaac
Has the most chance of giving you a good run because you can reroll items.
3. Apollyon
Converting pointless items to stat ups is very nice.

- The Lost
Getting free devil deals is quite OP. Flight and spectral tears help out a lot. And with holy mantle you are almost invincible if you use the quit-continue exploit. But 1 mistake and you're dead
- Eve
The damage boost can help you clear the early floors quicker than other characters, but if you get bad luck with finding good items, the rest of the run will still be hard.
Judas:Book Of Belial Is A Nice Start, His Low Health Could be a problem if you are not a dodger, But He seems to snowball the most for me
Azazel:Brimzone. Do i need to say more? (Also flying i guess)
Samson:His Blood Lust Can Really Help and some items mix well with it (IV Bag, Razer Blade, Blood Rights Ect) BUT His chances for devil deals is hard because of Blood Lust
Eden:This Character Is awesome, But a hit or miss, Idk If there is anything else to say
Lillith:i think lillith is only good for greed mode (For the most part) Playing Normal (And Hard) Is a bit annoying since getting the most out of BOF Is Hard
???:Now hear me out, i get so lucky with this character, But Besides that he is not worth the time
Isaac:He is basic, Has D6 (Later) But the only downside i have is it takes LONG to Snowball with, And D6 86% will reroll a ok item into a worse one
