Broke the game
for whatever reason, as the forgotten, i somehow stumbled upon some arrangement of items that had my damage go up every tick / frame, by a certain number. that seemed to randomly increase, from 80, to 1.60, to 4, to 10, etc.
ended at... 21.60. constantly. damage going up from 100 200 300, before you can finish saying the number it's gone up again.
it keeps going up in the pause menu. it reset every time i took & dealt damage.

I think something like that might replicate that best is The Forgotten + Epiphora + Taurus + Libra + Monstro's Lung.

Epiphora gives tears up in short intervals while firing up until a certain limit. Taurus gives a speed up per tick, very quickly till it activates its invincibility effect at max speed. Both of these items' stat gain effects are converted to all stat-ups by Libra, and both of these items take a while to reach their limit as Libra redistributes their stat gains to other stats.

Monstro's Lung allows you to maintain Epiphora's effect until you fire, then the damage is lost and able to be rebuilt again. Epiphora's effect also terminates when you take damage. Taurus resets its stat gains too as you clear a room or you reach max speed and gain its invincibility effect. Taurus gives the illusion of a per-frame stat up, but Epiphora is the main stat-booster.

Other items that could change damage on a whim are Succubus and Crown of Light, both of which multiply damage, which ignore Libra's stat redistribution and helps boost damage to ludicrous amounts. The Forgotten himself also has a powerful damage multiplier that raises damage by 50% at all times, including what should be very mild damage increases from Libra.

I think overall this should explain that setup you experienced.

or i think i figured it out

Exp = power
instead of perma upgrades
it's a constant charge up

Considering "exp=power" might be a modded item (not to be confused with "Money=Power" which only gives more damage the more money you have, not "perma upgrades"), anything is possible.

yeah it is a mod
it's supposed to be as kills go on you get teeny tiny damage boosts

but it's apparently every tick rather than one time
