Citadel should update their stuff then, or there should be some standardization in general. Just glancing at another game I have that supports local and online co-op:

http://store.steampowered.com/app/322110/

It has tags (or whatever you want to call them) for multiplayer, local multiplayer, online multiplayer, co-op, local co-op, and online co-op. So clearly it is not universal that "multiplayer" or "co-op" by itself means online.

I will agree it's somewhat confusing, but I'm guessing you can search by those tags somehow, and I would definitely want to include both local and online co-op games if I searched for just co-op.

it's kinda weird ( nice game btw :P )
one thing is certain, steam needs to streamline things to make issuse liek this non-existant.
another issue is the tags on a game itself, are user added . so that only adds to the confusion.
again, i think steam needs to step up and make things crystal clear for things such as these.
Obviously this needs to be more clear from Steam's part. But adding several co-op tags aren't making it clearer.

There are of course more developers that don't know how to use their tags, but the general consensus is that "co-op" means online co-op and "local co-op" means local co-op.

You could play online coop via extern programms like teamviewer but the delay is about 20 sec (tested with teamviewer).
check out a program called monflo its by mirillis action virtually no delay. its designed for game streaming.

Or, if the host has an Nvidia card, Moonlight. Much better.
