Help ! How do I get booster packs?

I've been away from isaac for a while. How do I get all the booster packs? I have AB+, all dlcs downloaded, reinstalled rebirth but still couldn't find the contents. Could some1 help me? thanks!

Booster packs are updates. They do not appear as something to enable or whatnot.

thanks for the info, my rebirth achievements is still 339/339, and i couldn't see the new challenges and items in game, i have reinstalled the game it's still the same, any suggestions what else i can try?

As long as you are playing AB+, the booster packs will be in the game. They do not provide any new achievements or challenges, so you won't see anything new there. They mostly add a few new items into the game, which do not have to be unlocked (so they can show up immediately in the appropriate pools). It's random whether any new (booster pack) items will appear in each playthrough, so if you haven't seen any new items, you may just have to play more or use a seed that includes them.

Edit: You can also verify the booster packs are in your game by going into the options in-game and look for an option that enables/disables charge bars (for items like brimstone/chocolate milk).

I have the same problem, my game is updated only until the booster pack 2, there is no visual change in the items that should have changed, there is no visual change in the charge bars, there is no new item that appears in the game files (If they are not unlockable they are supposed to appear I think), and the procedure to unlock The Forgotten just doesn't work.
