How are you meant to use Haemolacria?

I understand not every item has to be busted broken and it's for balancing, which is great! But I'm struggling to figure out if Haemolacria is meant to be good or not. It seems like a decent damage dealer, but the tear rate drop just seems way too big to use it effectively. Am I just using it wrong? Or is it more of a synergy specific item which is only good alongside other items like Soy Milk + Libra. Or is it just Bob's Brain Bad? Does anyone have an answer? Thanks :)

Like most items, it can be good and bad, got it with high tears, crickets body, jacobs ladder and lots of range. lightning ^^
i personally will only take it if i have already items which have a good synergy with it i think
