Steam Workshop Mods not installing properly?

is anybody else having issues getting the game to load the mods correctly, like they show up in the in game menu and my mod folders and everything but they don't actually show up in my runs? the character mods i get show up in character selection but when i start a run its just isaac with none of the character effect, and i installed new custom rooms like the garden, which DOES replace some libraries but is empty when i enter, so it IS installing the mod but none of the programming is there? how can i fix this?

Ok so I had this problem too, I fixed it by basically uninstalling all the mods and then re-subscribing to one and going into (C:) - Users - [NAME] - Documents - My games - Binding of Isaac Afterbirth+ mods and copying the mod folder into Rebirth's resources folder which can be reached by right clicking on the game in your steam library then clicking on properties - local files - browse local files. after that you should be able to subscribe to items and be fine, however I am by no means good at this, I just tried something so it might be a faulty fix that stops working. Hope this helps though :)
