cant get past mom

ive already beated her 2 times, and everytime i get the cutscence and awlays mom is the last level.
btw i have a few mods, maybe it might be the problem?

To be able to go further in the game it is necessary that after having beaten mom, that you have either an angel's dirty or a room of the demon and that you go to sheol or the paradise to beat isaac or the devil You do it several times 4 or 5 times if I remember well) and the mods do not change anything.

if i remember right, after the second time you beat mom you can go furher, which i cant. i just bought both dlcs and it changed

if you have mods on you cant progress since you cant even get achievments

Please stop spreading false information.
Mods prevent unlocks until the boss in chapter 8 is defeated.
What the person I quoted is talking about is A) a spoiler (rude!) and B) something that'll come much later.

List of things that prevent all kind of progress:
- Seeds (except a few special ones)
- Challenges (except for their reward obviously).
- Daily Runs.
- Reruns and Victory Laps (except for a few specific unlocks).
- Any active mod from the mod menu before Mom is killed once on that save (no matter what they do, other saves are irrelevant).
- Paranoid antivirus programs (or missing rights) preventing the game from creating/editing its save file.
