Or as gatto said, were you misreading your chance? The top "devil room" chance is the chance of getting a deal at all and the bottom angel room chance is the chance of getting an angel room, only if you qualify for a deal in the first place.

Devil room chance is devilhud%*(100%-angelhud%) and angel room chance is devilhud%*angelhud%. Chance for either is just devilhud%.
The duality item also allows both to appear (but only 1 to be entered), but the formula doesn't change - just if you get one of them then it tries to add the other one as well - doesn't always succeed however - for instance if there's no valid space to add another door.
The only way to bypass these requirements is with the sacrifice room blessing/teleport and a few specific items that can force one or both to appear, though they still require that a devil room hasn't been found on the current floor already..
PS: Devil deals are defined as any health cost to buy items - these appear in the black market secret area as well as devil rooms.
The 6th sacrifice also has a small chance to teleport directly to the angel/devil room - if you haven't entered it on this floor yet it's guaranteed to be an angel room. This is less likely to occur than the blessings are however.
There's one other thing to note as well - if you donated to a devil beggar until it gave an item on that floor then there's a 10% chance from a dice roll that the room generated will be a devil room, which bypasses the usual rules much like the sacrifice room's blessing dice roll does.
Of course it's also possible that the hud is simply calculating it incorrectly or not factoring in certain rules - dice rolls are separate and therefore stack multiplicatively in general so it should be quite difficult to reach 100% angel room chance without certain items that guarantee angel rooms after all.
valzyf is saying if you've entered a devil room on a floor by any means (e.g. red chest teleporting you there) then there's no way to make an angel room appear on the same floor, not even via the sacrifice room. This is because they're actually the same room, so only one can be generated per floor.
On the other hand you're talking about chances of angel rooms spawning on later floors - in which case yes, only taking devil deals counts against you - or more specifically: paying for them with red heart containers/soul hearts - if you duplicate the item (e.g. diplopia, crooked penny) or otherwise get them for free (e.g. credit card) it doesn't count against you still
