How to make a mod

Can someone tell me how to make a mod/give a link to a guide to making mods i would like that
also i dont want to make a steam workshop mod

Otherwise, you'll need a text editor, an image editor, and more importantly some brain cells. You can also download some mods (from moddingofisaac.com, not the workshop) and study their files to understand how modding works.

Modding a game isn't, well, a game. It takes time, requires practice (trial and errors), and can be frustrating. Do not expect to create any mod if you have no idea of what you're doing.
