Do you have Nvidia?
Look optimizing software like Nvidia experience or some other programs that are bypassing your in game configuration.
Here are a few things you can try:
• Enable V-Sync — even if the FPS lock fails, V-Sync can cap the frames.
• Force a global FPS cap through your GPU control panel (NVIDIA Control Panel → Manage 3D settings → Max Frame Rate or AMD Adrenalin → Graphics → Frame Rate Target Control).
• Try borderless windowed mode — sometimes this mode respects frame caps better.
• Disable background overlays (like Steam or Discord) — they can interfere with FPS limits.
If none of these work, it’s likely a game-side issue that needs patching. But forcing the cap through the GPU settings usually does the trick.
What I was trying to say is, that probably you had other program like Nvidia Experience disabling the in-game options.
In-game fps limiter works for me.
