why FPS lock dont work?

I locked fps in menu on 60 but fps dont lock'd, and i have 250 fps on menu and 99% GPU usage, its not ok for GPU, how i can fix that?

What I was trying to say is, that probably you had other program like Nvidia Experience disabling the in-game options.

In-game fps limiter works for me.
