My game graphics settings are bugged

I think my texture streaming is in max ,even though i am lowering my graphics to low preset i don't see any texture quality loss or lower VRAM usage i can see the some lighting effects and shadow quality getting lower . I have checked i am not using any launcher option settings from steam or launcher and there is no issue with game folder , I am not able to find whats causing the issue. Have tried reinstalling but didn't fix it.
