Buy Delta Coins

I want to buy the pass but I get a notification when I try to buy Delta Coins from within the game that says "The current payment order is not yet complete." Has this happened to anyone else? How did you solve it? I can't buy Delta Coins with my Steam Wallet?

you have to enable the steam overlay

my overlay is on and i dont know what to do more it isnt buying any thing
