Internet connection fluctuation erros + BAN

played for hours tody and just got this message:
Network conditions are fluctuating. Please check your network envyroment and antivirus software.
Banned for 1 hour

i just got banned for an hour. my internet was lagging horribly right before i got back on - logged off for a bit and put my PC to sleep to finish some chores with hulu on in the background and it was lagging so bad i had to unplug my router. finish my chores, log back in (hulu was still bugging out so i just shut off my t.v.) and went to turn in some gunsmith quests. the game was LAGGING bad (wasn't opening auction house stuff for the parts i was trying to buy for the quests) and then i was met with a message saying im cheating/using 3rd party applications and got banned for an hour. says to remove whatever im using or my ban will be longer. thing is im not at all hacking. i barely have any money in the game, barely any good loot in my inventory, and my k/d and survival rate is horrible. i have no clue what it is but with the amount of deaths i have from ACTUAL hackers... so i'm at a loss and trying to see what info i can find on this. all i had running was a couple tabs on chrome, steam, and g hub. dont know how im supposed to remove any hacking software if i dont have any to begin with. guess ill just try logging back in here and if it bans me again then ♥♥♥♥ this game. this is ridiculous. the number of hackers i've reported from 5 straight headshots with a red dot at 80+ feet away to immediate headshots as soon as i turn a corner and yet i get banned for not cheating? ok sure.

"ACE Errors / 1-0-0: Press Windows+R -> type services.msc -> look for "AntiCheatExpert Service" and check the startup type. If it is set to "Disabled," change it to "Manual" and try starting the game."

"Go into: File Explorer - This PC - OS:(C) - Program Files - AntiCheatExpert Run the uninsaller and then start the game again. The anti cheat will re instal itself when you launch the game."
