i was just about to post exact same thread

i have done all parts for uluru , last one says , Alright i have dont all that for you etc,,, just claim and lets go Uluru

but nothing happens

Ok yeah I ran into this. At least restart completed it. Not sure why they have to be obtuse about it.

I don't think it's intentional obscurity. At least the way I see it is you have to use those armament tickets that you use to unlock skins, packs, etc, but you don't unlock Uluru until you restart your game. Well, I hope that's the case or else it's a stupid way to unlock an operator
