Can i play Raids without playing the Extraction part?

I have been mostly sleeping on the other modes of this game. I was just playing Warfare. Then i tried the Extraction part, not big fan of it but i noticed there are PVE Raids.

Is there a way to play Raids directly or i must go lv 9 in operations to unlock them?

There is only 1 raid ATM.

Yea, you have to be level 9 to play operation serpentine. You'll get level 9 pretty quick, though. If you really don't like extraction, the best thing you can do is join with like no gear(or bring gear/use a gear ticket, doesn't matter either way) and wait like 15 minutes somewhere on the map out of the way killing bots silently and take their gear. A lot of the immediate fighting will have died down and squads will get eliminated, then do whatever tasks/HVT eliminations you can and extract. Stay away from the administrative center. Killing bots and turning in tasks will give you EXP and gear. You'll want to play a little to get OK to decent gear for the raid though. But really, in the raid, as soon as you resupply at an ammo crate placed around the level, it fills you up with purple ammo. So you don't have to worry too much about the ammo part.
