Nearly 30 hours playing Operations, completing agent missions, and my level doesn't increase, Help

I don't know if I'm being dumb—nearly 30 hours playing Operations, completing agent missions, and my level doesn't increase, it doesn't progress. I don't understand how to advance in this part of the game while doing Operations. I focused on completing missions thinking it would give me consistent progress, but my level just won't go up. I earn money, loot, but to upgrade the base, it requires me to level up Operations, and I really don't understand how to do it, beyond good or bad loot. Something feels off.

My funds are available for both entertainment and fair progress in relation to other players, yet I am uncertain as to how to allocate some of this money in a way that ensures fairness while advancing alongside others

I’ve spent nearly 30 hours grinding through Operations, completing missions, and my level still won’t budge. What’s the deal? I’m getting loot and cash, but no progress. This system is broken, and I can’t stand it. I’ve done everything I’m supposed to do, yet the game just spits in my face. I’m not wasting money on this unless I know how to make fair progress—otherwise, what’s the point? The battlefield mode was easy, but this Operations nonsense is confusing and punishing. I need answers, not more questions. If you want me to play, make it clear. Otherwise, I’ll just burn this game to the ground.

Dont know what you mean. Íve been playing Operations for good 30ish hours too and my level is around 25~ and i get exp after every game.

Weird, cause if you're level doesn't increase you shouldn't be able to do a lot of the missions, cause they're unlocked when you level up.
