Hackclaw vs. Luna
Out the two Recon characters, I don't see the reason of picking one over the other. Luna is just so much better.


TL;DR Please buff Hackclaw.


RECON
Detection Arrow reveals all found enemies to you AND YOUR TEAM directly, whereas the Signal Decoder only gives you a number near you and a vague "path" towards them and shows it TO YOU ONLY. In other words, to have it benefit your team you have to communicate it to your teammates and even then best you can say is "Uhh they're that way... I think?". Range of these abilities is also strictly in favour of Luna who can send it across the map and bounce it back to you.


SKILL 1 (Data Knife vs. GE2 Frag Grenade)
Luna's cookable grenades are great, plain and simple. They can be precisely placed thanks to the trajectory to deal damage to enemies (often outright kill them, especially with 2 of them) or wreck their electronics permanently - by which we understand things like respawn beacons. Knife, to deal damage to enemies, requires a direct hit. It's a skillshot with a slow-moving projectile, much more difficult to pull of than a grenade toss and it's much less damaging to boot, being single-target instead of AOE. It can supposedly hack electronics, but it pretty much just gives you a pop-up and some extra score - other effects of the hack are... somewhere, probably.


SKILL 2 (Volt Arrow vs. Flash Drone)
Again. 2 electric arrows that act as Molotovs, dealing continuous damage at point of impact. On direct hit they guarantee a kill, albeit a little delayed. Effective against vehicles & can't be destroyed by enemies. Flash Drone, on the other hand, is clearly shown to enemies via an icon and can be easily broken, given it's big hitbox and slow movement. It takes it a long time to flash enemies and even then effect of flash is so negligeable that enemies can easily fight back. It can be supposedly attached to a path shown by Signal Detector, but it rarely works as intended and 90% it just ends up flying into a wall.


TRAIT
Perhaps faster and quieter crouch can be useful in Operations, but picking Hackclaw over Luna in that mode is simply throwing for intel reasons. Luna's passive of revealing enemies hit by your bullets is extremely powerful when scanning through smoke, on top of - again - providing intel for your teammates.
