However, having completed the following checks:
1. disable windows firewall settings in Windows OS to check if OS firewall was causing issues, result game still did not connect
2. verify that the inbound connection defined in OS firewall had a TCP and UDP entry for Delta Force and were allowed, they were present and correct
3. disable hardware firewall by logging into my router, connection successful.
It would seem that there is a high chance that your hardware router firewall is blocking the connection. I also had this issue with Call of Duty and was able to find port forwarding information on the internet that I could add to my routers rules that allowed me to play that game. I can't find similar information on the internet for Delta Force. It would be good if the developers would share that information so that we can play "with our pants pulled up"...
