ACE error an exception occurred. Cant play game

When I launch the game it starts to load some stuff, animations and cinematic menu items, but then it crashes to desktop with an ACE error and a long message about how an exception occurred. (full error below).

I have tried the following with no luck.
-Uninstall, Reinstall
-Verified game files on steam
-Manually launch .exe as administrator
-Check for game and GPU driver updates
-Closed all non essential programs and software running other than the game.
-Checked server status

Full error "Error ACE Center in game. An exception occurred then the game security component was running, please close unnecessary software or other games, or restart the machine and try again. " 1-0-0"
