you are trying to render in 5120x2880 (thats 200% render scale from 1440p) and wonder why it runs at 30fps?
theres a reason why FSR is enabled in this game by default...
Bring that down to 100% ASAP..
if you are playing in 720p then i can understand the 200%, but at 1440p or 4K.. then dont go over 100%.. unless you want to play in 8K or 16K...
because different games have very different requierements on the hardware?
1st try should always be default settings, see whats going on and then trying around to optimize the quality and performance for personal needs.
(instantly) going to 200% render scale and then whining about performance in forum either shows a huge gap in knowledge when it comes to hardware and games or is just a really strange way of flexing the specs.
fun fact: required computing power increases with the square of the resolution. (double image width and height = four times the number of pixels)
some games have rather low requirements and thus can be played in very high resolutions, others don't or scale badly.

honestly, a 7900XTX should run this game very well in native 1440p, and thats fine.
Warzone is known for having a rather high framerates*, also is CS - looked on your profile.
I couldn't see what else you were playing there, but based on the behavior described here, one have to assume that so far it's only been more competitive shooters that run at high fps.
Be that as it may, with such powerful hardware one can actually expect that you will have looked into the matter a little and looked at some tests and benchmarks.
This gives you a good impression that not every game runs at several hundred fps and that it is anything but common to play games with 200% render scaling if you don't have a 1080p monitor.
*although i doubt 400fps in 2880p @max, not even a 4090 reaches that avg fps in native 1440p on max settings without any help from DLSS, FSR or FG.
