insanely bad stuttering

Same issue. I have 6700 XT and game is unplayable due to fps drops. I am using latest drivers of AMD.

Do you read the thread? Disable SAM in Adrenalin -> Smart Technology and use startparameters -dx11 -useallavailablecores or use 24.8.1
