Delta Force is a Chinese game made for the chinese market. These kind of practices are the norm there, especially for mobile games (which this is).
alot of people who dont like playing with their friends and human players prefer bots,
dont ask me why imo it removes the fun from the game,
plus on pc the games going to die fast,
whereas on console which playstation is the number one go to for multiplayer population,
the games going to be well alive even after its dead on pc after a week like all pc games,
but like crazyhillbilly mentioned bots are fine as they are reserve space for human players theyre there to get the game started asap instead of waiting for 165minutes in a dead server for someone to join,
just like epic games and activision they also lie about the bots issue.

It has to be a healthy dose, using only when absolutely needed, if I join a game, and immediately find im in a lobby full of bots, i consider this:
Do more players show up as I progress, level, or do more matches, because most games will kinda tutorial you for a few matches against bots to get you prepped for some players.
If its not the case, then yeah.. game is probably a cheap mobile knockoff.
You could easily have competed with Battlefield if you didnt have a cringe ego...
