I tried it 10 time.

If the problem still cannot be resolved, please confirm with us the channel from which you downloaded the game and provide the corresponding log. The path of the log is as follows:
Installation disk:\DeltaForce\launcher\log"
1) Validate game in steam. If it doesnt resolve the issue goto step 2
2) right click on game, goto properties, goto installed files, click on Browse, find the application file youre trying to run, left click (select file), then right click for properties, goto show more options at the bottom, then click on properties, click on compatibility, in settings, make sure you have the "Run this program as an administrator". Press apply, then ok.
3) Youd be surprised how often this is the problem. Make sure Windows is running up to date and then make sure your graphics card drivers are up to date.
4) Clear the games download cache. Goto top left of steam page, click on steam, click on settings, click downloads, look towards bottom of page on the right side, click on "CLEAR DOWNLOAD CACHE". Steam will then do its thing and restart. BAM! YOURE BACK IN THE GAME!
Promise you, this works. Its not the game thats at fault, its a PC issue that can be easily resolved. Good luck

Figured it out. When first hitting play there is a pop up from steam that says something about running in admin mode. If you click "yes" you get the infinite install problem. If you click "no" it goes right into the game.
I think it has something to do with how steam and the paradox launcher interact. But anyway...just click "no."
found this in another discussion thread. It helped fix the issue for me so far, hope it helps some of ya'll... not sure if its a permanent solution or not though gl

BTW that is my second ticket with this issue. First i sent 3-4 weeks ago. And answer was the same. That is sad.
