Stuck at launcher running.

I'm stuck at the launcher, it's just keep saying "RUNNING" But nothing happened even if I wait for a long time. I have launched Steam as and Administrator but still no luck. I have also updated by NVIDIA driver and patched by Windows.
Anyone knows why?

I thought "maybe it's something related to game settings", so I tried to delete the "saved" folder - of course make a backup before proceeding. It's located here:

steamapps\common\Delta Force\Game\DeltaForce\Saved

Then the game launched, It worked 3 times (not in a row - each time I had to delete again and close multiple time the exe). About that, keep in mind that every time the game doesn't start, you have to close deltaforce.exe from task manager, even if is not "running" on steam.

However, it is not a convenient solution (it worked 3 times not in a row) because every time the game starts you have to recompile the shaders and everything else.

Mine doesn't seem to even have a Saved folder nested there, just binaries, content, and plugins.

The game does ask for permission after I hit launch, I grant it but then it just hangs there and says it's running but no load screen ever pops up. I have three Delta Force background processes going that take up memory but don't use any CPU. If I close the launcher one of those processes persists and I have to end task.

go to Services in Windows -> look for AntiCheatExpert Services and Protection ->Set both to Automatic startup type -> Open Game

Note: I had to Reset my PC and then redo steps again and it worked.

I do not have that "saved" folder in the "steamapps\common\Delta Force\Game\DeltaForce\Saved" directory.

I have that setup in my Service and rebooted my machine still no dice.

I had to verify game cache and download 6 additional gigabytes that didnt get done the first time.
