If anyone is stuck and already tried other solutions mentioned, here are the steps I did - if you are not sure where you installed the game, start from step 0, otherwise start from step 1:
Step 0. right-click Delta Force in your Steam library, click "Browse local files". This will open Windows Explorer. Click the BACK button (top left corner) one time so that you are looking at the folder that contains the Delta Force folder. Keep the Explorer window open, but minimize it for now.
Step 1. In steam library, right-click Delta Force, go to Manage, then click Uninstall. Proceed with uninstalling.
Step 2. Open Windows Explorer and navigate to the folder that contains your Delta Force folder. Delete the Delta Force folder, then right-click the recycle bin on your desktop and select Empty Recycle Bin (or specifically delete the Delta Force folder inside recycle bin)
Step 3. Download and install via Steam library again
I really did not want to resort to having to redownload the entire game, but I tried every solution suggested in this topic EXCEPT doing that. The part about erasing the game folder is probably the most important thing - someone on reddit mentioned that whenever they tried to reinstall the game without deleting the leftover folder / files, it didn't fix the issue because one or some of those files were apparently causing the problem.
It seems that the "Verify integrity of game files" option in Steam simply does not consider certain files or scenarios. I had originally tried to let Steam update the files from the alpha test (renamed the folder and tried to install over it) - this only saved ~1GB of the 60GB download, and this is probably what caused all of these problems for me.
only way I got it to work was to wipe all my old drivers with a DDU. It was apparently old shaders/driver files that caused it to blue screen on my end
for me this worked:
1. uninstall the game through the steam
2. shift+delete the game folder with what is left
3. install a game again

use display driver uninstaller to uninstall the graphic drivers,
then reinstall the drivers (using the nvidia app to make it easier)
