It does. Ray tracing is gone after you use launch dx11 launch paramters which should be the case ,because ray tracing is only available for dx12, if I am wrong, is there a reason ray tracing is gone when using the dx11 launch option?
Tried both, via steam launch options and game launcher, I want to say maybe it helps little bit ,but hard to tell. I still have the issue. Also, loosing ray tracing which isn't a big deal ,because in this game I don't really see much difference visually with ray tracing and then there is another thing, I think it breaks HDR. So, no luck.
It'll get fixed eventually, might be tied to a leak somewhere, best fix is to restart PC when it starts happening.
Try lowering the sharpening and play full low 1080p without any FPS cap or Vsync, might delay the problem.
As for steam launch parameters, they're for Valve games only, they do not work outside of Valve's games. It's a common misconception but it's clearly written on the steam page for those launch exceptions.

Did you read above posts? Its not helping me nor is it helping everybody. If these parameters work at all, it must be helping those in some sort of isolated instance where the stutter does not occur for the same reasons the stutter/lag being discussed.
1. Control Panel>Power Options>Change Plan settings>Change advanced power settings>USB Settings> USB selective suspend setting - CHange this to Disabled
2. Uninstalled the game, deleted Delta Force folder from steam library folder entirely post uninstall.
3. Reinstalled the game
4. Any Vsync Off, just applied frame cap of 120 FPS.
Now, I don't know which one of these really did it. I am leaning to believe it was reinstall however I don't believe it is reinstall itself rather than the game forcing shader recompilation upon first launch. With this being said, try it out and see ,if it works for you however I believe this is an issue of shader compilation process. If something went wrong the first time, maybe we just need to recompile the shaders , there are ways to do so without reinstalling the game however these are the steps I followed to resolve. CHeers.
Game doesn't mind those and even Unreal's Engine.ini commands work without problem. When you put -dx11 then any overlay like Afterburner will show that renderer is D3D11 not 12 so game does take Steam commands into consideration.
ive also use this method, ive found out about it on another discussion when people with AMD GPU and CPU got constant stutter too, myself are using NVIDIA GPU with AMD CPU, but i got the same stuttering issue and texture that loads late/popping in game.
after forcing the game to use dx11 and use all available AMD cores, it worked like a charm, no more stutter, the game runs smooth, and no more texture slow loading.
Interesting phenomenon. My stutter was accompanied with the same slow texture loading yet forcing Dx11 did not help me yet above did.
