Rollback is resetting a servers status and savegame status to an older version like after players exploit the heck out of a bug to get XP and money and few days later EVERYONES characters will be reset to last date before exploit use and a fix will be applied.
Your issue depends on your location, server location and network connection.
Thx for clarification. The thing is I usualy play (insert most generic fps) without any issues like this. At the first start the game didn't ask anything to my firewall like any others did before is this any kind of concerne ?
Depends on YOUR LOCATION, GAME SERVER LOCATION, YOUR PROVIDER SPEED AND LATENCY.
They are testing servers now and again - it is pre-alpha somehow.
None of those local factors matter when it's the game servers at fault.
I played 5 hours yesterday, using a 2070 card. no issues with gameplay or servers at all so far.
