I'd say play in this order Shovel > Specter > King > Plague.
Interestingly enough, I found Plague of Shadows to be easier than Shovel of Hope and got through it alot quicker.

I felt burn't out playing Plague immediately after Shovel, so I waited a week. But it's definitely worth playing while still having Shovel Campaign fresh in your mind.
I'd say play in this order Shovel > Specter > King > Plague.
I don't see how this will make Plague any more of a grind. I found the controls fun at times and other times annoying but the biggest issue is that the levels and bosses are still very similar to Shovel Knight.
Specter's pack is when they start to innovate on both levels and boss design and King may as well be a new game altogether. So, yeah, those packs are more creative...they got better as they came out.
