Use default color with all armors, start with Rail Mail, when you impact with something while railing it deals the same as a regular scythe swing (hitbox being the lower body of Specter Knight), swings are the fully charged Striker's Cloak swings (both air and ground), and (optional between two codes) infinite Darkness.
I know this is reaching pretty far but I remember new cheats being made for Plague Knight on the board for fun so I might as well try!
Here's a quick list of the recolour ones if you want to play around with them. The actual colours for each may be a bit different for plague/specter as they have different base schemes.
Codes that give you a different default armor colour. The change is only cosmetic. I think these fix the palette regardless of armour, just got to find the right one.
Official codes, may overlap with the unofficial ones above in terms of effects, but for completions sake, these fix the palette for the playthrough regardless of cloaks:
These 4 have unknown effects: I doubt they'll turn out to be what you're after, but it's worth a try if none of the colour palette ones above are the right one.
The following are new official cheat codes for specter, these aren't just colour specific ones though:
The Donovan one is pretty neat and is along the lines of what you're after, I'm not sure if there's one for the basic armour palette though that overrides appearance regardless of equipped armour like that one does.
There's also numerous codes that are basically combinations of other codes, I've not bothered listing them though as the list would just be stupidly long then. There is an old spreadsheet for all the shovel knight ones already anyway too, even if doesn't include the newer codes.
S&GUST for the risk raiment super attack permanently is a good alternative to permanently striker charged strike if there isn't one for that, it's technically stronger even. Unless someone wants to brute force through all the codes again though I doubt any more will be found that aren't provided as official codes from YCG.
Edit: formatting got messed up when copypasting...corrected
