Mod Tools?

Does this game have any mods tools or a level creation kit and if not is there plans for one?
One of my favorite platformers N++ has level creation tools along with an inbuilt map search tool allowing users to find and download maps without the use of Steam workshop. Dustforce also has map making tools meaning both of these games have massive replayability without too much effort on the devs part and creating a stronger community of players and designers as a result.
