There's no effects when i use a mage skill, why?

By default, all effects are not activated.
You can change that in your "Setup client" when you start the game (option tab, then activate all under effects) or by entering this command once in game, in your chat window: /effect

While it was always an unnecessary hurdle for new players to tweak the game with in-game commands, disabling all the candy by default was a sursprisingly bad decision.

More questionable patchwork in a many year long string of unfortunate choices, culminating in a major screw-up called "renewal". Just like they did with ROSE Online. Why do you keep doing these things, Gravity? All those wonderful creations with great potential. All messed up. It's quite sad :(
