Is this related to slender the arrival?
As in, sequel, prequel, spin off or just a complete separate game in another universe?

It seems like it might take place in an interconnected universe as that's what the S stands for (Slender) and the description literally says this "Stories Both New & Old - Intertwined
Experience a captivating narrative where the events of the past merge with the mysteries of the present, creating a web of interconnected stories that will keep you engrossed from beginning to end. Uncover secrets within familiar locations while discovering new and haunting truths in brand-new locales."

They seem to leave it very vague but it would be great if they could confirm it.

It's likely semi-connected. I don't think they can legally use the slender property outside of 'the arrival' but this is about as close to a proper sequel as we can get.

Yeah, I don't think they have 100% rights to slender, hence why it's called S: Lost Chapters instead of Slender: Lost Chapters. But they could always get around the copyright by just changing slender man's design a bit and maybe giving him a new name.
