Report a translation problem
Personally, I don't think that's a very good idea, as it might lead to confusion. On the other hand, as an experienced and long-term Steam user, you should know that items included in a DLC package are textually listed in one table row and never only in the graphical badge of a game.
The 2016 Suspect Pack currently has to be bought separately. It is not included in the base game nor in any of the collection packages. However, it won't hurt to state this clearly on the product page, as there have been multiple misunderstandings about that in the past weeks.
