There's actually an amount of money that you have to make to pass each level. You can see the level goal in the UI in the upper left corner. Losing a customer loses the money you would have made from them. But you can make it up in tips from the other customers, as well as by collecting money powerups.
Before Expert Mode, the level goal is simply the cost of all the food, not including tips. So you can actually lose a few customers (especially customers with smaller orders) and still pass the level. By the end of Expert Mode, the level goal is about the amount of money you'd make if you serve all the customers with perfect service. The money powerup can help a lot in those later levels to make up the difference if you don't get all perfect service.
