Mushroom Cove Scavenger Quest Chester Dialog Bug

I'm at the end of mushroom cove scavenger quest. I inspected the body at the medical wing, discovered she had signs of wearing a ring. Asked Malcom (who no longer has a dialog option for the case) about the scavenger then went and retrieved the gold ring from the water treatment plant. Traveled to Junkyard area and stuck trying to talk to Chester. I have these dialog options to try to talk with him.
1) Hey, man.
2) Excuse me...
3) You're in my spot, buddy.
4) Leave him be.

None of these options actually cause him to talk with you. He just stares at his drink and tells you to leave him alone. I have the ring in my inventory but besides that I don't know what I can do to complete the quest.

I have the same issue. I think the problem is that I should have talked to Kareem in Junkyard before going to the water treatment plant, but I looked around mushroom cove for clues instead and found the water treatment plant that way instead.


*edit: I came back to the doctor way later, and apparently, he'd figured out the scavengers identity as the scavengers brother came to claim him! Check back, maybe it's fixed!

Just to add a bit more information to this old thread. I ran into the same issue because I went to the water treatment plant before doing the GMS Expedition quest. After I did the GMS Expedition quest I stopped by SGS Cafeteria and asked Arlene about "Any good Rumors" and she mentions that the scavenger body was retrieved by a relative and that her name was Jennifer Royce. After that I talked to Chester again in the Junkyard bar and the ring dialog shows up.

Basically you just have to get to a point in the game for the dialog to unlock (I think it's the main story mission where you have to get the drill part in the junkyard if memory serves me correctly). Getting the ring early basically means you're stuck with it until you progress to that point when the trigger for the dialog option unlocks.

The same problem but with Malcolm, don't have the "body" dialog.
