Regardless, sneaking around naked in underground metro tunnels and cave systems would make no sense at all. You would freeze your nutsacks off, making sneaking quite a bit harder.
I don't really care if it's nude or underwear. But the default clothing should take up weight and space. We're not born with clothes on and an RPG game should give players the most immersive experience possible with the most options so that if a player does want to attempt running around in the nude they can. For me, it's not about running around naked. It's about lighter weight clothing making you more agile than bulky heavy clothing and taking into account the default clothing sttats, weight, and inventory space.
Go to the doctor for a check-up, and after they have you sit for 3 hours in a waiting room full of chronically ill people, the nurse walks you back and has you stand on a scale... WITH your shoes AND your clothes on.
Why?
Most likely they don't want you running around the hallways in your birthday suit, or possibly, they figure that the items don't really weigh that much.
But of course, ThoRn, you can do as you please. Problem is... I think there are laws preventing such behavior... but you are welcome to experiment if you like.
