Yeah I got it, yeah you gotta study em first, sadly I already knew the answer so didn't wanna go about studying em, so just skipped some steps.
I didn't wanna do the beast quest, just wanted to make supersteel, so I didn't know it was a quest chain, so I just went and talked directly to him and the electronics to fix his ♥♥♥♥.
Then I tried exhausting mayor/chief dialogue and going back, didn't know I had to study these creatures first.
And tbh, it's bad game design, you shouldn't have to if you just wanna use the forge, I have the ability to fix it and the resources for supersteel.
No idea why I need permission from the mayor to fix it (and only after researching a problem totally unrelated)
It doesn't explain ♥♥♥♥, if you google "supersteel armour" and go there and never been to foundry before you got 10k stygians and went straight to core city.
ANd see "you make plates at foundry, it needs fixed with 60 electronics" and I go there, with my cash, go straight to gloria and can't fix it.
Why the ♥♥♥♥ would I think to do "mystery of the drill nose rabbits! That'll get me what I want!"
I'm not here to do quests, I wanted to make some damn super steel armor.
Because your character does not know anything about supersteel. You only learn that after The Beast is dead.
So no, not bad game design.
Reading comprehension and 6th grade math seems to be the toughest enemies in this game.
First, LEARN TO EDIT YOUR POSTS INSTEAD OF MULTIPOSTING.
Second, learn to differenciate reality from fiction and real life from a game :
That YOU know something doesnt equal your character knowing it. If you can't make this subtle difference ... that is a real problem. For you - and all around you. And no, you cant magically change the game's steps even if you wish it very hard : that's not how reality works.
That said : i read an awfull lot of "I didnt wanna go about studying" (we noticed) "i dont wanna do" "you shouldnt have to" "i dont wanna need permission". All of that entitlement moaning, right before "bad game design", where in the last 2 days you posted 6 differents topics about how you dont like the game. When will you get the message that this game is a niche product, and not for everyone ? Not for you, that's for sure. People that cant understand what they read are not the population that this game is aimed at.
If you dont understand BASIC causality, dont talk about balance or game design.

Super steel is unlocked only AFTER the beast quest. You dont want to do that ? Thought luck, no steel for you.
