Report a translation problem
There are some standard formats for that. That said those are generally text-files not binary files like the udlg here. Having a standard format has the great advantage to allow translation with a CAT or TMS tool. That makes a huge difference to translating Textfiles with a normal editor.

This dev was a team of 1 at first, expanded to 3, then 4, and just recently 5. They are tightly restricted by the game engine in what they can allow with respect to any kind of modding, including translations.
As is it takes them 2+ years just to make a dlc. A restructure of the game engine to allow what you want would cost them more than such a small company can afford.
But go ahead and pretend it is purely out of spite that they are doing it. Or you know, grow the hell up and consider the realities of running a very small business.
What's probably going to happen is that I'll develop this for the upgraded engine for Infusion (the next game) and then I'll figure out how to retrofit it back into this game, as that shouldn't be too much work at that point.
