Scrappers: Status Quo, -2 merchants
Black Eels: Change in government in Junkyard, -1 merchant.
Black Eels storyline is slightly more interesting.
You can get the SGS to "ally" with the Eels instead of the Protectorate, though it might require persuasion. If you become hostile with the "ally" (Protectorate or SGS) that the Eels will also become hostile. That's the negative consequence.
I suspected that the Black Eels were a more interesting playthrough.
(I did the Scrappers' side in an earlier 'aborted' playthrough, which was a tough battle in Depot A)
I don't mind losing the Black Eels later in the game, because I understand that Junkyard's merchants don't really level up with the rest of the game, so it's not too important to me in the event that I go to war with the Protectorate.)
