I'd also reccomend Agility, just so you have more movement potential and won't get your ass fully kicked in.
So I'd say you should start with something like: 6 str, 7 dex, 7 con, 7 agi, 3 per, 7 will, 3 int.
Will ????? If you are not taking Psi, will is useless.
Personally, I've found that purely unarmed play is near impossible in the early game if you don't have some other way of supporting yourself until you can unlock the very good melee feats like combo, crippling strike, lightning punches, and access to things like pneumatic gloves, etc.
Of course, this is all personal choice, and if you really want to go purely unarmed, then have at you, but just know that you're going to get your ass kicked endlessly (especially come the end-game) because you just won't be capable of taking on large groups of enemies all at once. Psi enables you to stave off larger groups through AoEs, enraging your enemies to attack each other, freezing them in place so you can catch your breath, etc.
Other useful backup strategies for melee include traps to lead your enemies into if you have to retreat, crossbows to apply those nasty poisons and stuns, and of course pure gunplay to just burst your enemies or shoot them in the head.
