Eddy Missing

So I got the keycard from Elwood, but when I go back to Depot B Eddy is no longer standing in his concrete building. Does he go somewhere else or is the game just bugged?

That's not where he was when he gave you the mission. He asked to talk to you in private and gave you the quest somewhere else.


It's between the buildings to the left.
