Any reason this quest doesn't give xp in oddity mode?

It's not an Oddity, it's a quest item.

Quests usually give exp in Oddity mode.

If you give it to him without taking an item in exchange, the reward is lower prices when tradding with him.

I'm talking about the quest, not the item the quest is about. Also, plenty of quests give both xp and material rewards.

As an answer to the question in my OP 'it's too minor to be worth xp' is a valid reason. I'd just like to be sure that is the reason, rather than an oversight etc.
