On a side note, fishing with 3 dex is such a pain in the ass that I'll probably save this quest for some other playthrough, lol.

Blue Eel: Pretty much anywhere, specifically in siphoner pools
Angler/puffer: Various junkyard, mostly junkayrd docks
then I caught a black dragon in the pool just next to the fishing quest npc.
But I think it works something like vendor inventory, a set of fish is created at a zone by some random function when you enter, and gets reset after a period of time.
And, what's up with his cigar? He won't let me have one. Is this just a red herring (pun intended)?
Edit: So if ghostface is only found in deep caverns, I guess the description of the quest is a bit off. He says lower underrail, but the deep caverns isn't part of lower underrail.
It's possible that ghostface is just an incredibly rare drop. Like I said, all of my knowledge comes only from my own experiences and those I read here and on the underrail.com forums. I myself have only caught one in DC, but to be fair I didn't really care about the fishing quest until I finished Core City (I had too much other stuff on my mind), so it's possible I just didn't get lucky until I got to DC.
Other people have reported only catching it in DC, too, so there's that.
Also, I'm pretty sure he specifically calls it the "Southern Tour"--as in, Southern Underrail, where the entire game takes place--not the "Lower Tour." And the Deep Caverns the player visit are in South Underrail, so it still counts. ;)
