Plausible answers include things like code obfuscation to prevent direct data-mining because you put some "secret stuff" into the game and want it to be discovered specifically via gameplay.

I don't think that's true. I remember asking him on discord about modding and he doesn't hate the idea of it, at least in terms of user created content, but the framework he used for Underrail makes it very difficult and time consuming creating anything like a mod toolkit. So i don't think we ever gonna see it for Underrail, maybe for Underrail 2.
