Report a translation problem
1) You will get increase chance to hit (removal of darkness penalty) only if your enemy is within your lantern's light radius.
2) Similar to the above you are now out of darkness and thus enemies will no longer have a darkness penalty for hitting you
3) Unlike a flare, a lantern's light does not reveal stealthed enemies
Not useful for stealthy builds but at least you don't need to carry around power hungry NVG anymore.
There's also helmets which do the same, you can make your own with headlamps too.
The inhalers themselves just feel really... not well thought out considering some of the lore that can be found in the game.
