Electric Lantern
Does it serve a special purpose aside from providing light?

Minor correction to the above there:
1) You will get increase chance to hit (removal of darkness penalty) only if your enemy is within your lantern's light radius.
2) Similar to the above you are now out of darkness and thus enemies will no longer have a darkness penalty for hitting you
3) Unlike a flare, a lantern's light does not reveal stealthed enemies

Useful for silent isle and avoiding doppelgangers in that place. But no, otherwise it's light which will reduce to hit penalties and increase detection baseline.

It does lower the detection threshold, though, right?

Not too sure because the formula for detection isn't listed anywhere. My guess would be yes, but only to stealthed enemies that are within the light radius of the lantern.

I tested it and yes it does increase detection for both you and the enemy
Not useful for stealthy builds but at least you don't need to carry around power hungry NVG anymore.
There's also helmets which do the same, you can make your own with headlamps too.

eh, he's better off allowing us to power something else on the helmets. Half the time I forget I'm even equipped with a helmet light and then get hit with an EMP attack that drains my battery and makes me wonder why i"m wearing it.

I wish the metal helmet mod allow you to send out a pulse of heat vision (for like 1 sec) and see stealthed enemies within a certain radius instead of just a normal lamp.

Nah, better to have a heat lamp attachment and a set of lenses that amplify what you pick up. Pretty much working like a set of detection goggles only they require power. I still think it's ♥♥♥♥♥♥♥♥ that we can't use a gas mask as an optional piece (in metal helmet crafting) and/or attach an inhaler to the aegis sec helmet to have one of these psi inhalents ready to go even in combat.

The inhalers themselves just feel really... not well thought out considering some of the lore that can be found in the game.
