Harland's Camera Quest

So I've spent a chunk of today exploring this great gem of a game and I've got stuck on one of the quests you pick up pretty much in the intro section of the game.

I've gotten the quest from Lucas (Weapons Guy) to check if Harland really does need more weapons for the area he's guarding. I went to Harland spoke to him and got told to go around and see what happened to one of his cameras. I did so found it destroyed and nothing updated? Talking to him about it brings up the "I got nothing" option. If anyone has any idea how to continue this quest I'd appreciate it.
