Black Eels or Scrappers 2023?

Most of the forums with topics on this question are many years old, some going back even to 2016. The general consensus seems to be to pick the Eels because the Scrappers have very little content.

Is that still the case in 2023?

I think so. Maybe stuff will change with the Heavy Duty DLC coming in November, but I doubt it. Usually you'd do all of the Scrapper quests up to killing Blain (I think?), and then do all of the Eels quests and wipe out the Scrappers. There's more benefits than simple content for siding with the Eels, such as not having hostile jetski squads roaming the waterways when you return later, say. It's also a good idea to kill the Scrappers because it makes going for the Mutant ending also a little bit easier too. I don't remember seeing anything related to the Scrappers getting extra content, beyond the green disc getting some dialogue in a certain mutant ending, but maybe I overlooked something.

Scrapper questline kinda just ends when you get access to Depot B, Eels has a more satisfying ultimate conclusion. Play both sides though, but don't waste Blaine.

I like killing the Scrappers for the Scrapperac though, myself.

In terms of the setting itself, the most prominent factor to me has always been that the Eels built and maintain The Rig. It just never made sense to support the Scrappers - an unremarkable gang with nothing to offer - over the Eels, who are at least a regional force.

It's such a big disparity that I feel bad for the Scrappers being shafted so hard.

Unless you don´t want to play a pirate in expedition it´s always better to play favor the eels. For you and for the outcome at the end of the game
