This quest is interesting but it suffers from some weird design flaws and textual errors.
A lot of quests in Underrail are like that, hence why I went ahead and asked.
Anyway, to complete the quest you go into the small side cave, kill the guy in there, take the components and return to Harland. You can tell him the guy in the tunnel took the camera and that it was really dark so you couldn't see anything else.
Then he sends you to engineering to continue the quest.
I guess the good news is you can check which one you got as soon as you start the game so it's easy to reset and try again if you feel like it.
Go to the lowest level of Southgate Station - from there, you can exit to the right, and you will find yourself in the location where several NPCs are trying to clear the rocks that block the rails and the tunnel beyond. Exit to the right again - you will enter the area with a bunch of rathounds and multiple staircases down. Take any of the stairs down - you will be in the tunnels below Southgate Station. On this location, look for the blocked entrance to Southgate Station - you will be on the other side of Harland's room.
The broken camera is somewhere nearby, very close to the blocked entrance.
If there is no camera quest, at all, than you'll have the "mushroom cove scavenger" instead.
