Where to buy flares?
I'm trying to do the first quest, and I may have accidentally alerted all 7 of the rathounds at the generator... now they're all at the entrance and I can't kill all of them quick enough since they have higher initiative than me. I need flares to win this, but I can't find who sells more of them.

Really enjoying this game so far, but I can't seem to figure out who (if anyone) sells flares.

Jack Quicksilver may have some, and I would expect that dude in the armoury to also stock a couple, right? Also Jonas, he should probably have some.

Or, travel to Junkyard via the docks (costs 25 SGS) and you should be able to buy some from a certain merchant called Kendrick who sells trapping supplies, he hangs out near the mushroom lady and the junk guy, as well as the gun shop. You'll spot him easily enough.

Worse case scenario, Export your character and then start the game again using your exported character and skip the tutorial, and you'll carry over all of your carried equipment and be able to loot some early game supplies again since the world will have reset. Or you could just make a new character.

I think you get some free flares in your locker at the start of a new game, anyway.

Failing that, you might be able to buy a few molotov cocktails or incendiary bolts from the armoury guy, they do the same job of scaring away Rathounds, with the added bonus of maybe even killing them for you too!

Well I started fresh and found already some at my quarter back in the station. I would suggest load an old save and plunder your appartment, if you already have, than I would rather start by going south first instead taking the Quest headson, the mole crickets and other low level stuff let you build up experience, and maybe you find a random encounter and some goodies, you also can get a healthhypo or 2 if from mordre if you agree to bring him some meat, just kill a hopper.
you should also loot all the orange boxes shelves etc all over the station, you don´t get much but in the beginning everything helps. I could also buy some at the armory if I´m right, remember that the wares of the traders refresh after a time so in dire need walk around some areas and then come back and hope for the best. One unsolved problem is that the game still has no wait or rest button, so you can´t savely spent your waiting time. Grenades are also helpfull, a psy user could haggle with quinton for a free teaching, because he wants a tissue sample of a rathound and you already have to go where you are waistdeep in them right ?

This exact situation is driving me insane. Even with flares, they just get some buff called Aphobia and start mauling me again. I'm trapped.

I don't know your exact situation, but flares give you some time to reposition yourself, so use it. Ideally to a choke point. Use then the aforementioned molotov coctails to kill the rats once they gather. They are quite cheap, you should be able to afford one or two.

Almost every incapacitating status effect in this game grants a period of immunity after it ends so that you can't stunlock an enemy (or get stunlocked yourself) by repeatedly using the same ability. You can scare the rathounds with a flare, but once Fear effect expires they temporarily become immune to anything that induces it (fire proximity, psi abilities, some equipment and feats).

To be fair, that's only true for incapacitating status effects that permit damage dealing.
Freeze, incapacitated and mental breakdown can be chained all day, every day.
